LOCAL DEVELOPMENT FRAMEWORK (LDF): RECENT CONSULTATIONS

I write to let you know how the results of recent consultations are to be published.

Core Strategy Issues Consultation

We received 2,177 comments in response to the issues questions for 103 individuals and organisations. These have been published on the internet, (Council’s LDF Website: www.basildon.gov.uk/ldf). The representations have been acknowledged as “duly made”.

A summary of the comments, together with the results of a Citizen’s Panel Survey, is available on the internet. A paper copy to look at can be seen at libraries and St George’s Housing offices. The results of the Issues Consultation will be taken into account in the next stage of production of the Core Strategy. This next stage will involve the development of a range of options to deal with the issues.

Call for Sites

A total of 265 site proposals were put forward for development by individuals, companies and organisations.

It was originally intended to release the results of the Call for Sites consultation on 20 March; however this is now being deferred until May 2008. There are two reasons for this.

The first is that a data protection issue has arisen which needs to be resolved before publication of the sites.

The second is that in the period immediately before the local elections local councillors and candidates for election are prevented from having discussions or making comments about important local issues which they may be called upon to make decisions about in the future.

As the local elections are on 1 May this means that local councillors may feel constrained in talking to local residents about the Call for Sites process and therefore not be able to properly respond to any concerns raised by residents during this period.

SA/SEA Scoping Report and LDF Contextual Baseline

This was subject to consultation in autumn 2007. Responses to this consultation received from statutory bodies and organisations pointed out that there had been many changes in national and European requirements, guidance, etc. This means more work than expected is required to complete the Scoping Report and Baseline, so that we now anticipate publishing it in May 2008.
